The Productivity Commission examined the persistence of disadvantage in New Zealand, focusing on economic inclusion and social mobility, and how these factors influence individuals, different population groups, and overall economic performance. It analyzed the underlying causes affecting 697,000 New Zealanders and emphasized the need to empower affected individuals by ensuring they can influence decisions that impact their lives. The Commission’s final report outlined 20 findings and recommendations, presented in a phased road map for implementation—categorized as urgent actions, subsequent steps, and continued progress. The government largely supported these recommendations, aligning them with existing work programs while acknowledging areas needing further exploration.
